No dejes para mañana lo que puedas hacer en tres meses, porque sino te entrará la “huevería”…

Esa fue nuestra pauta general para sobrevivir nada más llegar a Silicon Valley, donde el coche es factor indispensable si vives fuera de San Francisco (en general, de una gran urbe). Pero…¡si soy nuevo aquí! ¡Pero cómo pillo coche si no tengo carné!¡Pero quién lo tramita!

Que no cunda el pánico. Como ya he dicho en otros posts, sacar el carné de conducir en Estados Unidos es bastante más sencillo y barato que en España. No obstante, el DMV (la DGT de California), guarda mucha similitud con al administración española en eso del «vuelva usted mañana», de ahí que dé unas pinceladas a consejos sobre el proceso basado en nuestra experiencia como recién llegados.

Expongo los detalles lo más cronológicamente posible, aunque el paso 1 es opcional (elige el momento en que puedas/quieras/precises): 

1.Primero… Compra el coche y proponte sacar el carné en los primeros 3 meses de estancia 

Resulta algo raro, pero en Estados Unidos está permitido comprar coche y hacerse un seguro sin tener carné de conducir. Eso sí, a cambio de una tarifa más alta, y una anulación de dicho seguro si en 6 meses no te sacas el carné de conducir. Al menos esas fueron las condiciones de nuestra aseguradora, aunque esto puede modificarse o incluso denegarse, así que contrastad con muy diversas compañías. La nuestra fue GEICO.

También podéis preguntar en el concesionario donde compréis el coche, ya que ellos conocen bien el mercado y pueden asesorar en estas situaciones.

El hecho de comprar el coche te permite, además de mayor libertad desde el inicio si no vives en gran urbe, poder circular con él dentro de la legalidad si dispones del carné de España y el carné internacional*.

Si no puedes permitirte el coche de manera inmediata pero deseas sacar el carné, siempre puedes recurrir a practicar/conducir con un coche de alquiler, el coche de un amigo/familiar que disponga del carné, o contratar clases de empresas autorizadas. Después, cuando se pueda, ya llegará el momento de compra.

2.Pasa por tu oficina del DMV más cercana y pilla SÓLO el manual de conducción (no requiere cita previa ni hacer cola) o descárgalo vía web (click en portada para descargarlo). Dispones del manual en español y en inglés, ya que el examen puedes realizarlo en dichos idiomas (incluso en más). Web: https://www.dmv.ca.gov/portal/dmv

3. Estudiar el teórico:

No lo estudies a rajatabla. Léelo varias veces (2-4 veces) y memoriza las cifras e ideas clave. Realiza varios exámenes ficticios que encuentras on line y poco a poco irás memorizando inconscientemente las respuestas.

También puedes saltar este paso e ir directamente al paso 4, es decir, no estudiar el libro y hacer el teórico “a la brava”, pero no es recomendable…

Cuando estés listo…

4. Inscríbete y pide cita previa para el teórico a través de la web del DMV, te ahorrará colas. Mira tus oficinas más cercanas, pero también las que estén menos saturadas.

5. Día del examen teórico: Una vez llegues allí deberás rellenar un formulario estándar de inscripción para comenzar el proceso, te pillarán huellas dactilares, realizarán un test de visión, y te tomarán una foto.

Importante: Será también preciso que lleves tu número de la Seguridad Social o tu VISADO/Permiso de trabajo-residencia, el I-94, además de dos documentos que ratifiquen que estás viviendo en California (factura, contrato de algún suministro, contrato del apartamento de alquiler…lo que sea) y que certifique tu identidad. +INFO CLICK AQUÍ

El examen en español/inglés está disponible con pantalla táctil, mientras que para otros idiomas se realizará en papel. Lee bien las preguntas. Se trata de un examen test de respuesta única muy sencillo, pero no debes tener prisa leyendo los enunciados.

Tiene 36 preguntas de respuesta única, y puedes tener hasta 6 fallos. Si superas los 6, entonces el examen se considerará fallido.

6. Precio del proceso, tiempos e intentos disponibles: el precio de sacar el carné es de 33 dólares, lo que te da derecho a 3 intentos para el examen teórico y 3 intentos de aprobar el práctico. En el teórico no existe coste adicional por intento, pero en el práctico, si no apruebas a la primera, te cargarán la siguiente vez 6-7 dólares adicionales. Si finalmente no apruebas en los intentos teóricos y prácticos permitidos, comenzarás el proceso de nuevo abonando otra vez 33 dólares.

Desde que te inscribes por primer vez, dispones de un año para sacar el carné.

7. Permiso temporal de conducción: Una vez apruebes el teórico, obtendrás un permiso provisional para poder conducir.

La teoría exige que, durante el permiso temporal, debes ir acompañado de alguien que disponga ya del carné californiano (a modo de instructor y por seguridad), pero eso para un inmigrante resulta complicado en los inicios.

Sin embargo, con nuestro carné español e internacional podemos conducir en el país de manera legal (si no están caducados…), de ahí que puedas practicar con tu propio coche sin necesidad de acompañante con carné californiano. Pero…¡ojo! En el examen sí deberás ir con alguien que disponga del carné de California*.

Desde que apruebas el examen teórico debes esperar al menos dos semanas para poder examinarte del práctico. Es algo obligatorio, y el sistema de citas no te dejará hacerlo antes. De todas formas 2 semanas o más no viene nada mal para practicar y familiarizarte con los cambios en la conducción y las zonas.

8. “Ensayar” el examen práctico:

Si ya disponías de carné español no te va a suponer nada de esfuerzo, especialmente si hablamos de un coche automático… Ten en cuenta lo estudiado en el libro y las excepciones del país.

Consejos de PRO:

• Utiliza Youtube para encontrar videos con trucos/recomendaciones/fallos comunes en el examen práctico (teclea DMV advises, tips, California Driver License…)
• Fallos que solemos hacer: no exagerar el giro de cuello en los cambios de carril para comprobar que no hay nadie en el punto ciego, no esperar a que un peatón cruce a la acera contraria (solemos adelantarnos cuando ya no está en nuestra trayectoria y con eso te suspenden), parar poco en los stops… (debes esperar 3 segundos),…
• Factores a tener en cuenta: raras veces te llevan en autopista. Por lo general el examen será un circuito que incluye recorrido, aparcamiento, práctica de la marcha atrás.
• Zonas menos saturadas con circuitos más fáciles: puedes elegir examinarte donde quieras. De ahí que mi consejo es mirar antes por internet las oficinas que ofrecen circuitos menos saturados en demanda, y que planteen dificultades menores por el tipo de zonas (no es lo mismo examinarte en San Francisco que en Santa Clara, una zona más residencial y sin cuestas).
• “Googlea” posibles rutas: la palabra clave es DMV route o DMV track+la oficina del DMV elegida. A veces surgen los milagros, y existe gente que dibuja el recorrido o graba videos, pudiendo desplazarte al sitio y experimentar una prueba piloto de examen. No es que sean 100% fiables ya que todo está sujeto a cambios o algunas oficinas tienen varias rutas, pero suelen atinar bastante.

• Una vez tengas decidas la oficina en la que examinarte, y si no dispones del mapa para practicar, sí que recomiendo conducir por allí para familiarizarte con la zona. Hay gente que sigue a los examinadores un día corriente, pero es algo que no recomiendo hacer…quizá conlleve problemas.

9. El día del examen práctico:

El día del examen ve acompañado con alguien que tenga el carné californiano*, ya que a la hora de registrarte en las oficinas te lo van a exigir por ley, y nunca dan su brazo a torcer. Pensarás…¿qué sentido tiene si aunque suspenda puedo irme con mi coche de vuelta a casa porque conduzco legalmente? Si, no tiene sentido, pero no te queda otra. 

También recomiendo ir con el coche con el que has estado practicando los días previos. Y por supuesto, que esté asegurado, ya que te van a pedir justificante.

Antes del test práctico en sí (circuito, aparcamiento y marcha atrás), el examinador debe ver que tu coche funciona perfectamente y que conoces el funcionamiento del mismo.

De ahí que, estando parados,y él fuera del coche, te pedirá que acciones los intermitentes, el parabrisas y las luces de emergencia, que pulses el freno, señales el freno de mano, toques el claxon, subas y bajes las ventanillas e indiques dónde está el botón de antiniebla, También te pedirá que le realices los signos de “freno”, “izquierda” y “derecha” con el brazo por la ventanilla.

El examen suele durar entre 15-20 minutos. Permiten fallos menores, salvo cuando cometes errores considerados de gravedad por maniobras peligrosas o mal ejecutadas, que entonces te mandan inmediatamente de vuelta a las oficinas (ej: saltarse un STOP, sacar el culo al ir marcha atrás, incorporarse con peligro…).

10. Tras el examen: te dicen si has aprobado o no, y fallos a mejorar. Si suspendes entonces deberás volver a programar otro examen, con un coste de 6 dólares.

Si apruebas recibirás tu carné de conducir vía correo ordinario en cuestión de 4-6 semanas (esperemos…) ¡Síiiiiiiiiiiiiiii!!!!

RECOMENDACIONES/ANOTACIONES FINALES 

• El carné de conducir actúa a su vez como documento de identificación (en USA no existe el DNI como tal, pero su función es suplida por el carné de conducir). De ahí que además de poder conducir con mayores garantías, también te ahorrarás el llevar tu pasaporte como documento de identidad. 

• Si no piensas sacar el carné de conducir, pero sí quedarte a vivir, te recomiendo que saques un «DNI» también en estas oficinas. Es igual que el carné de conducir, pero especificando que sólo es válido para identificarte. Así te ahorras salir con el pasaporte, que en caso de extravío acarrea muchos más problemas.

• Si suspendes no desesperes. Se trata de un proceso latoso en tiempo pero afortunadamente barato.

* Notas al pie basadas en aportaciones posteriores: 

1. Carné internacional: de acuerdo al DMV, el carné internacional por sí sólo no tiene validez ninguna, y no es considerado documento oficial en California No obstante, y esto es totalmente opinión personal, puede ser útil por la traducción del documento en caso de ser parado por policías que no entiendan el español.
2. Necesidad de llevar a un conductor que posea el carné de California: un gran número de lectores han podido examinarse en el práctico sin necesidad de acompañante con carné de California, algo que por supuesto será. Driving in California / Getting the driver license

Do not leave for tomorrow what you can do in three months, because otherwise you will get lazy …

That was our general guideline to survive as soon as we reached Silicon Valley, where the car is an indispensable factor if you live outside of San Francisco (in general, from a large city). But … if I’m new here! But how I get a car if I do not have a license! But who processes the license!

Do not panic. As I have said in other posts, getting a driver’s license in the United States is much simpler and cheaper than in Spain. However, the DMV (Department of Motor Vehicle) is a kind of exasperating, hence give a few hints on the process based on our experience as newcomers.

I expose the details as chronologically as possible, although step 1 is optional:

1.First … Buy the car and propose to get the license in the first 3 months of stay (if you can)

It’s kind of weird, but in the United States it’s allowed to buy a car and get insurance without having a driver’s license. For sure it has a price in exchange: a higher rate and an annulment of this car insurance if in 6 months you do not get your driver’s license. At least those were the conditions of our insurer, although this can be modified or even denied, so check with many different companies. Ours was GEICO.

You can also ask at the dealership where you buy the car, since they know the market well and can advise in these situations.

The fact of buying the car (if you can afford it economically) allows you, in addition to greater freedom from the beginning if you do not live in a large city, to be able to circulate with it within the legality if you have the Spanish driving license card and the international driving license card * (check the terms for your country).

If you can not afford the car immediately but want to get the license, you can always practice with the car of a friend / family that has the card, hire classes from authorized companies, or get a renting car. Then, when possible, the moment of purchase will come.

2. Go to your nearest DMV office and get ONLY the driving manual (no prior appointment or queuing) or download it via the web (click on the cover to download it).

3. Study the written test: 

Don’t memorize like crazy. Read it several times (2-4 times) and memorize just the key figures and ideas. Make several fictitious exams that you find online and little by little you will memorize the answers.

You can also skip this step and go directly to step 4, that is, do not study the book and do the test inmediately, but it is not recommended … When you are ready…

4. Register and request a prior appointment for the test through the DMV website, it will avoid you long lines. 

5. Day of the written test

Once you arrive there you will have to fill in a standard registration form to start the process, you will get fingerprints, perform a vision test, and they will take a picture of you.

Important: It will also be necessary to bring your Social Security number or your VISA / work-residence permit, in addition to any document certifying that you are living in California (invoice, contract for a supply, rental apartment contract … whatever) and certify your identity. + INFO CLICK HERE

The exam in Spanish / English is available with a touch screen, while for other languages ​​it will be done on paper. Read the questions carefully. It is a very simple single-answer test, but you should not be in a hurry reading the sentences. It has 36 unique answer questions, and you can have up to 6 failures. If you exceed 6, then the test will be considered failed.

6. Price of the process, times and attempts available

The price of getting the license is $33 dollars, which entitles you to 3 attempts for the theoretical exam and 3 attempts to pass the  behind-the -wheel -test.

In the theoretical there is no additional cost per test, but in the practical, if you do not pass the first, you will be charged the next time 6-7 additional dollars.

If you finally do not approve the theoretical and practical attempts allowed, you will start the process again by paying 33 dollars again.

Since you sign up for the first time, you have a year to get the license.

7. Temporary driving license:

Once you approve the written test, you will get a provisional permit to drive.

The theory requires that, during the temporary permit, you must be accompanied by someone who already has the Californian card (as an instructor and for security), but that requirement for an immigrant is complicated.

However, we are lucky, because with our Spanish and international license (check your country), we can drive in the US legally (if they are not expired …), hence you can practice with your own car without the need of a companion with a Californian driver license. But … watch out! In the exam you should go with someone who has the California one*.

Since you pass the theoretical exam you must wait at least two weeks to be able to examine yourself from the practical exam. It is mandatory, and the dating system will not let you do it before. Anyway 2 weeks or more is not bad at all to practice and familiarize yourself with the changes in driving and areas.

8. «Rehearse» the practical exam: If you already had a Spanish license, it will not take any effort, especially if we are talking about an automatic car … Keep in mind what you studied in the book and the exceptions of the country.

PRO Tips:

• Use Youtube to find videos with common tips / recommendations / faults in the practical exam (type DMV advises, tips, Califronia Driver License …)
• Things to consider: we need to exaggerate like crazy the neck turn once we change lanes to check blind point, wait for a pedestrian to cross to the opposite sidewalk (we tend to get ahead when pedestrian is no longer in our path) , stop at least during 3 seconds on a STOP sign.Rarely take you on the highway. In general, the exam will be a circuit that includes travel, parking, and reversing.
• Less saturated areas with easier circuits: you can choose to take the exam wherever you want. Hence, my advice is to check through Internet the offices that offer circuits with less difficulties for the type of zones (it is not the same San Francisco than Santa Clara, a residential suburb without slopes).
• «Google» possible routes: the keyword is DMV route or DMV track + the chosen DMV office. Sometimes miracles happen, and there are good Samaritans who tracked the route or record videos, being able to go to the site and undergo a pilot test. It is not that they are 100% reliable since everything is subject to changes or some offices have several routes, but they tend to have a good deal.

There are people who follow the examiners on an ordinary day, but it is something I do not recommend doing … maybe it will lead to problems.
  9. The day of the behind-the-wheel test

The day of the exam, you must have someone who has the American driving license card, since when you register at the offices they will demand it by law.  You will think … what’s the point if, even if I fail,  I can go with my car back home because I drive legally! Yes, it does not make sense, but you do not have other option.

I also recommend going with the car you have been practicing with. And of course, insured, since they will ask you proof of insurance as well.

Before the practical test itself (circuit, parking and reverse), the examiner should see that your car works perfectly and that you know how it works.

Hence, standing, and he/she out of the car, he will ask you to active the turn signs, emergency lights, headlights, foot brake, handbreak, wipers, play the horn, go up and lower the windows and indicate where is the defroster botton. It will also ask you to make the hand signs of «slow down/STOP», «left» and «right» through the window.

The exam usually lasts between 15-20 minutes. They allow minor failures, except when you commit errors considered serious because of dangerous or poorly executed maneuvers. In that cases, they send you immediately back to the offices (ex: skip a STOP, take your ass to go back, join with danger …) .

10. After the exam

At the end of the exam they tell you if you have approved or not, and mistakes to improve. If you fail, no worries, you just have to re-schedule another exam, at a cost of $ 6.

If you pass, you will receive your driving license via ordinary mail in 2-4 weeks!!  (Usually…)  ¡¡¡Yeeessss!!!!

RECOMMENDATIONS / FINAL NOTES

The driver’s license acts as a kind of identification document as well. Therefore, besides being able to drive with more guarantees, you will also avoid to carry your passport as an identity document.

If you do not plan to take out the driving license but you are staying here, I recommend you take a Indentification card also in these offices. It is the same as the driver’s license, but specifying that it is only valid to identify you. This saves you from going out with your passport, which in case of loss leads to many more problems.

If you fail do not despair. It is a time-consuming process but fortunately cheap.

* Updates: 

1. Internacional driving card: acordding to DMV, International driving permit is not valid by itself, and it is not considered an official document in California. Nevertheless,  as a personal opinion, it can be useful if it includes translation in case you are stopped by policemen that don’t understand Spanish.
